Auditor,
The Colonial Secretary's letter of the 13th October No. 5225/1930, on the subject of the Class of
passage to be allowed to Mr. Bradley, Assistant Auditor,
was received by me during your absence on duty at Shanghai: and I feel that on behalf of Mr. Bradley, and of other officers who may in the future be appointed to the post held by him, it is necessary to record a fe facts in
connection with this matter.
The first appointment to the post of Assistant
Auditor, HongKong, was that in 1906 of the late Mr. R.F. Brayn, who was sent to Hong Kong by the Canadian Pacific
Company. Since that date each of the six officers who
have held that office (including the late Mr. R.F. Brayn on second appointment) has been granted on appointment and subsequently a 1st Class passage; and, as far as I am aware during the 26 years which have supervened the question has never been raised as to the propriety of an Assistant Auditor being granted a 1st Class Passage.
On the formation of the Colonial Audit
Department (Report of the Colonial Audit Committee of 1910, Miscellaneous No. 246) which was accepted by the Hong Kong Government, an assurance was given as to the grant to Audit officers of equal advantages and status
with officers of similar rank in the Colònies. This, I
